This slide tab switch, located at the base of the Viewport Control Panel, is adjusting the animation speed. Faster computers can afford setting this switch to a lower setting. Slower computers need a higher setting. It's all a matter of personal preference -- how quickly you want zooming, panning, stretching to occur.
